Patient Support Program

Aligned with the UAE’s Vision 2021 and Dubai Standards of Care, the Dubai Health Insurance Corporation (DHIC) under the Dubai Health Authority (DHA) has introduced the Patient Support Program for Hepatitis B and C (HCV PSP) and Cancer Patient Support Program (BASMAH). It aims to reduce cancer mortality & eliminate hepatitis in Dubai.

Understanding Medical Conditions

Breast Cancer
It is a cancer that develops from breast tissue. It is the most common cancer worldwide and leading cause of cancer death among women. Regular screenings and lifestyle recommendations, such as quitting smoking, limiting alcohol, and following a nutritious diet, may help reduce your risk of breast cancer.
Colorectal Cancer
It is a type of cancer that affects the colon (large intestine) or rectum. The risk of colorectal cancer can be reduced by eating a healthy diet, staying physically active, not smoking tobacco and limiting alcohol. Regular screenings are crucial for early detection.
Cervical Cancer
This cancer is arising from the cervix or in the any layer of the wall of the cervix. It is commonly caused by persistent infection with the human papillomavirus (HPV). To help prevent cervical cancer, consider getting vaccinated against HPV, regular screenings, practicing safe sex, and avoiding smoking.
Hepatitis B
It is a liver infection caused by the Hepatitis B virus. It can spread through contact with infected body fluids like blood, saliva, vaginal fluids and semen. It can also be passed from a mother to her baby. This can be prevented with a safe and effective vaccine.
Hepatitis C
This is a liver infection caused by Hepatitis C virus. It can cause both acute (short term) and chronic (long term) illness. There is no vaccine for hepatitis C, but it can be treated with antiviral medications. Early detection and treatment can prevent serious liver damage and improve long-term health.

Eligibility Criteria for BASMAH

Breast, Colorectal, and Cervical Cancer

Insured members holding a residence visa issued from the Emirate of Dubai with validity of not less than one year

Cancer coverage is only applicable for insured low salary bracket (LSB) members, holding valid insurance policies or policies issued after the launch date of the mandate, with diagnosis of Cervical, Breast or Colorectal cancer, subject to eligibility and treatment criteria being met

The above would apply for existing and new residents in the Emirate of Dubai who are not diagnosed with cancer before entering the country

Existing and new residents who were diagnosed with cancer prior to entering the country will become eligible for enrolment only after one year of residence

Eligibility for enrollment into the program will be based only on confirmed Diagnosis from the Centre of Excellence (CoE)

Eligibility for Breast Cancer Screening
  • All females, 40-69 years old
  • Healthy women, who have no symptoms of breast cancer and negative clinical breast examination are eligible for screening mammograms
  • Women who have breast complaint or abnormality detected by clinical breast examination (CBE) or routine screening mammogram are eligible for diagnostic mammograms
  • Women at Increased/High Risk
    • Previous history of breast cancer
    • Previous treatment with chest radiation at age younger than 30
    • Lobular carcinoma in situ (LCIS) or atypical ductal hyperplasia (ADH) or atypical lobular hyperplasia (ALH), on previous breast biopsy
    • Strong family history or genetic predisposition
Eligibility for Colorectal Cancer Screening
  • Males & Females, aged 40 to 75 years
    • No history of inflammatory bowel disease
    • No history of adenoma or Colorectal Cancer
    • Negative family history
  • Colonoscopy, every 10 years: or Fecal Immunochemical Test (FIT) every two years
  • Personal history of adenoma, sessile serrated polyp (SAP) ** Colorectal Cancer, Inflammatory Disease
  • Positive family history of first or second-degree relative with Colorectal Cancer (screening recommendations vary depending on family history)
Eligibility for Cervical Cancer Screening
  • All sexually active women, symptom free, aged 25 to 65 years (married, divorced, widowed) residing in the UAE, are eligible for screening, except where exclusion criteria for screening apply
  • Women who have had subtotal hysterectomy (preserving the cervix) or hysterectomy due to cervical cancer or precancerous condition
  • The frequency for repeat screening for average risk, symptom free women is:
    • Every three years for women aged 25-49 years
    • Every 5 years for women aged 50-65 years
  • Women who are immune-compromised due to disease or medication must have annual screening
  • Screening recommendations remain the same regardless of whether or not they have received the HPV vaccination
  • Women are excluded from screening if:
    • They have received a total hysterectomy for benign indications
    • They are over 65 years, (provided that the last three previous smears were negative)

Eligibility Criteria for HCV PSP

Hepatitis B & C

Insured members holding a residence visa issued from the Emirate of Dubai with validity of not less than one year

Hepatitis C coverage is only applicable for insured members, holding valid policies issued after the launch date of the mandate, subject to eligibility and treatment criteria being met

The mandate would apply for existing residents and new residents in Dubai who were not diagnosed with Hepatitis C before entering the country

Existing and new residents who were diagnosed with Hepatitis C prior to entering the country will become eligible for enrollment only after one year of residence

Eligibility for enrollment into the program will be based only on confirmed Diagnosis from the Centre of Excellence (CoE)
